After the appointment of the evaluation, the more they shouted all'inciucio on FB have flared both activists of the Democratic Party who felt betrayed that those of the center, all because among the individuals selected from this majority sticking as heavy Nicola gwynedd mercy high school Montesano, nephew of Councillor Fabiano elected into the ranks of the party that supported Marrese. But before entering into consideration policies, we want to dwell on those of Resolution No. 8 of 17 January 2013, which we consider not only nothing but also schizophrenic. gwynedd mercy high school In the introduction, the aforementioned deliberative says, "on the basis of the Guidelines ANCI Taking into account indications of CIVIT about it, was drafted by the municipal offices, regulatory proposal for the establishment and operation of the OVI evaluation unit, in the form single judge in order to ensure the expenditure restraint, while respecting the professional requirements needed to ensure the correct application of the reform. " In this premise, gwynedd mercy high school then when the same approve the rules of the single judge to expenditure restraint becomes inexplicably art.1: The evaluation team is appointed by a trade union and consists of Three Members "We ask and ask above all the relevant bodies , there may be a deliberate speaking of monocratic body and expenditure restraint then resolves an act in stark contradiction gwynedd mercy high school to this principle? as we consider this act, consistent, schizophrenic or no? Second gwynedd mercy high school observation, the resolution repealing Articles 34, 35, 36, 37 of the Regulation on the structure of offices and services in force, does not motivate why these articles are repealed, does not motivate if they are replaced with the new regulation, but especially is repealed Article 37 thereof, which speaks of "Transparency evaluation and merit" with the establishment of Home Web etc .., this rule and in general the process gwynedd mercy high school of transparency and merit, were among the guidelines defined the city council of 19/05/2011, which included about any new laws regarding the publication on the web of criteria fees etc. ... the abolition of the provision gwynedd mercy high school required for the reasons given, which before its repeal, the council deliberating new addresses to which the junta would have to follow, which is why we believe for this reason this resolution is nothing. Third reason, but basically what clearly invalidates this act, which to date in the budget there is no money allocated to the compensation of the three appointed to the core, but this provision was not even included in the budget Triennale, then as expected the norm, without obligation expense, any act is null .Not only Article 14 of Law 150 is the law of 15 mentioned establishment of the core without additional costs to the financial statements, is eloquent about the decision of the court of auditors of Piedmont No. 4/2011 SRCPPIE / PAR in which against a municipality that did not foresee any amount for the evaluation unit, on the evaluation gwynedd mercy high school to increase spending notes, "that this is not possible as it is not possible to set up such a new than existing "(so-called clause of invariance of expenditure). The law, in fact, says the Court of Auditors: "provided that the relevant government departments are using for this purpose the human, financial and material available to the legislation in force (art. 3, paragraph 6 cit.). "Last consideration. Lion taken by the heat and hurry, or as many say dall'ebrezza excited to appoint Nicola Montesano (former provincial councilor gwynedd mercy high school PDL before and then PD), it would seem that it has not verified whether all components as required by CIVIT, gwynedd mercy high school have not had assignments party or trade union in the last three years, gwynedd mercy high school mind this rule it is not only recommended by Civit, but also by law. We sincerely encourage you to set aside the resolution because gwynedd mercy high school nothing, but in the alternative to
